"3, The conditions of living of Japanese labourers' are something which the labourers of Europe and America would be unable to imagine, so trying and unprotected are they. Therefore, the need of labour legislation is felt in Japan more seriously than in any other industrial country in the world. Yet, the benefit which the International Tabour Conference has bestowed upon the Japanese labourers. has heretofore been nil. Hereinbefore we state the attitude of the Japanese government.

"Should such conditions continue to exist in future conferences, the Japanese labours would express their disayproval of the International Labour Conference and oppose the holding of such conferences, "We desire that by your efforts the will of the Japanese labourers may be made clear in the plenary ssstons of the, International Labour Conference and our Tope of the conference properly developing in future, may not be disappointed."
