The abolition of submarines fu unexpected. proposal cental {nthe German "naval. amendment 10 the British disarmament plan, Which was revealed to-day.
If this amendment is adopted, Germany "will undertake "not, to exceed, until December 91, 1986, the "number of surface vessels hitherto alloted to her as a limit and not to lay down the keel of more "than one vessel in order to replace an" obsolete capital ship. She reserves, however, the right to revert to the matter if submarines are. not abolished.
