Since last week the British experts have been examining the French compromise propos have now formulated a sort counter-compromise suggestion, which is being circulated—among other delegations, It is based on the French proposal for global limitation; but excludes capital ships and submarines from the categories transferable. It will be discussed the Conference to-morrow.
Tt appears that the other delegations, including the Dominions, hesitate yo take the initiative to submit comments or counter-propo-in a cub-and-dried form to the french seheme—Reuter.
