Chinese Commissioner, arrived here from Tsinan this morning. There was a large gathering of Chinese and Japanese officials, with guards of honour from the land and water police, on the platform to receive him. The approaches to the station were crowded with spectators, but it was noticeable that there was no display of enthusiasm over his arrival. I gather that the local Chinese are thoroughly fed-up with the whole business of rendition.
Dr. Wang called upon the Japanese Governor during the morning and had further conferences with the Japanese authorities in the afternoon, The fact that he arrived without being kidnapped seems to have restored confidence in some Chinese circles, for although most: shops and stores remain closed there was quite a lavish display of Chinese flags as the day wore on. General Hsiung, the Shantung Civil Governor, with 1,000 regular troops, is expected here this evening.
