Ho Feng-ling, who intimated that he intended to follow the footsteps of his chief, General Lu Yung-hsiang (Director-General for the Reorganization of Military Affairs in Chekiang), in opposing the new rates.
According to the Chinese press, Gen. Ho stated that it was impossible for him to give his approval to an act which he realized was very detrimental to the people, hence he refused to allow it to be put into practice. Ho, is a port of the utmost importance, it is absolutely necessary that concerted action should be taken with Ché- kiang and Fukien.
Following the meeting, Gen. Ho is reported to have ordered his subordinates to draw up a proclamation and circularize telegrams accordingly.
