Russian Cadets in

To the Editor of the "Norra-Cama Daty News."

Sir,—Be kind enough to publish; in your newspaper this letter, in! which I venture to express my opinion upon the very urgent ques-/ tion of Russian cadets in Shanghai.

During recent times a part of the foreign press and the Russian! Bolshevist press have been inviting all Russian refugees and espe-: cially the young ones to reten to' Russia, Repatriation has become! the motto of the day.

Certainly, what could be more natural than that all Russian re' fugees should return to their native country. And this especially. if one believes that Russia has' become a democratic country—the most liberal country in the world.

It is, however, quite clear to everybody that if everything were! all right in Russia and if quietness! reigned there, every Russian would return to his vast country and the' millions of Russian. emigrants would! not wander all over the world und} would not remain abroad, ug; under very dificult material and moral conditions.
