The Council has ruled that no public riesha licences will be issued in August unless applications are accompanied by ownership certificates issued by the Ricsha Board. A schedule was taid. down under which ownership certifeates were to be applied for in lots during June and July. According to this schedule there should have been received by now approximately 700 applications for ownership certificates; in fact, considerably less than this number of applications have been received from existing owners. 'The Council will carry out its policy of refusing Issue' licences in the absence of ownership certificates.
