PAWNSHOP FEES TO STAND Council to Continue the Present System

'The Shanghai, Pawnshop Associa. tion and the Guild of Pawnshops of Shanghai recently "petitioned "the MMunieipal Council requesting reves ta the formey method of licence fee assessment, 1c. to a graduated Scale based on' the interest charged and business done during the preceding quarter, it, being. contended that the present, plan, instituted on 'April 1, 1930, of assessing fees at a fixed' sum of each establishment unduly onerous~in a period of business depression "The present method isto fx the licence "fee according to, the size of the establishment, While the Pawnshops did not accept the re-Vision in' 1990 without protest, they paid on the Mew assessments' upon Feceiving the" Council's assurance that "any alleged individual. grievance Would be given full consideration. "For the past two years the system has been working' satis-Tactorily, The Council, after careful consideration, has decided to continue the present system of assessment, which in its opinion is satisfactory, and the fees in general are equity able, especially in view of the extensive police control and protec-yn which this class of business requires. The Council, however, has expressed its willingness to consider any. in dual cases which appear to require regarding. city, That is an especial problem for us, Last year I mentioned that there had been a suggestion that we should sell this whole compound. This course did not recommend itself to the Trustees, as they con lered it unthinkable that "the actual, ground on which the Catheral stood, should pass for purposes other than for the worship of God fo whom it had been solemnly detetiing of representatives of Brit: mee ives Ish interested in the Church. But, in our need, I, for one, did not see why such portions as were not de-leated should not be devoted the work of the Church, instead of remaining merely as n convenience for the congregation. I believed we should' use the front lawn for Mr. John S. Wells, 20 year, old son of Mr. Carveth Wells, British traveller and writer, who has been on a two-year "trek" round the world, spent Apr. 22 in. Shanghai. Tu addition to having a few hours sightseeing, he also found time to broadcast a 15 minate lecture last night regarding some of his adventures, He represents the Milwau-Kee ifuseum and on his return to America and Britain will write a book on his travels, as. well as spending some months on a lecture tour, Asked by a representative of ithe" "North-China Daily New what he considered the out-Standing event of his larg trip, which included a slow journey from Cairo to the Cape, Mr. Wells finally revenue purposes.

'AS you are aware opinions on that'point differed and many believed_ that the public would meet the! {leficioncy rather than part. with the heritage that_was given to us our forbears. This latter course wns adopted at a general meeting of subscribers, whereat it was de= cided to appeal to all Church mem bers. to enable the Trustees and Vestry to balance their accounts. The appeal was undertaken by Mr. E."E, Parsons and. unless one actually was concerned therein it Would not be possible. to realise the amount of time and work Mr. Parsons gave to this appeal. 'The yesponso was good and dd keep us from large debit balances on" all of our accounts, but, as I have said, we remain on the starvation main: tenance basis, and if this fails we shall have to' finance by overdraft, and, as you know. in' very. few years, with @ cumulative overdraft and cumulative interest we would find our security absorbed. In fact, we would be spending the lawn in extravagant: manner.
