A message from Mukden states: that in view of the strong attitude of the Soviet since the breakdown of the altempe made by the Chinese representatives at the Marchull conferences to open negotiations with the Soviet, the Mukden authorities have decided to reinforce their troops on the frontier for defensive purposes.
