The new Minisler of Industry, Mr. Wu Ting-chang, has issued a New Year message outlining the policy he Intends to pursue, in the course of which ko states:—
"In present circumstances, and or various reasons, there is often a gap between plans and achievements. the execution of projects, the Govern: ment is often handicapped by cireumstances. I'do not, therefore, wish to fal about empty projects.
"There ure few State enterprises in this country, most of them having. failed. The private enterprises are in a preeerious condition, and are being menaced by numerous dangers, JAlarmed by the approach of economic bankruptcy. the people often mistakenly think the" responsibility should" be borne wholly by the Government. "In fact, however, this Ministry is merely an industrial od~ ministrative organ, and not all enterprises should be taken in hand by Malone, The mission of this administrative organ is merely to direct fand promote the various State and private enterprises,
