The United States Legation states "Che American exterritoriality note has not been given out anywhere by the Legation nor kas it been given out any vhere with the Legation's knowledge er consent."
It is now learned that the of leakage has been traced to Harbin, The Tsingtao "Times, it is understood, reprinted its version of the Note from a copy of the Harbin of a, date at present unknown, whicl are red at Tsingtao on August 22, Copies of the Tsingtao "Times" of August 24, reached Peking to-day and the burning question is "Where was the leak?" as it is generally considered here that the Tsingtao "Times"
