Paris, Oct. 25. PPLOMATIC circles in the French capital have been profoundly stirred by the decision of Portugal to sever relations with the Madrid Government. The greatest reticence is being observed in view of possible repercussions but it is expected that Portugal, Italy and Germany will shortly recognize the Nationalist Government at Burgos as the "legal" government of Spain, in which case they would argue that there was nothing to prevent them from de ring war material to the "legal" government, Likewise, since the U.SS.R. and France continue to recognize the Madrid Government as legal, there would be no legal bar to their delivering to it arms and munitions—Reuter, London, Oct. 25, Political circles here presume that the taking of Madrid by the insurgents will be followed by Portuguese recognition of Gen.
Franco, head of the Insurgent Junta, and the sending of an accredited ambassador to him from Lisbon.
Further it is belived in military and political circles here that Great Britain may recognize the insurgents after the fall of Madrid, not as a government but as a de facto thority as was accorded to the Italian forces following their entry into Addia Al in the Ethiopian war. pacing neces sale
