New Chinese Minister Dr, Alfred Sze, the New Chinese

Minister, has been staying at the Hotel Cecil until some work of redecoration has been carried out at the Legation. This is. very needed, since there is. no Legation or Embassy in London which. has presented for so long such a disreputable appearance, Dr. Chen, who has been acting as Charge a'Atairnow Councillor of the Lo; The papers generally are very ally to. Dr. Sze's appearance as Minister, since he is very popular, while both he and his wife are good Tinguists. 1 think myself that his advent will be of very material use in improving the good relations between Great Britain and China, At present, of course, there is no incl tion for anyone to force a settlement of our different troubles, but there is also no disposition to over-emphasize the trouble between Russia and China. People undoubtedly think that China is still only settling down and that the Chinese Government is doing its best under difficult conditions, As a result, there is a general increase of confidence in the outlook.
