Nanking, Apr. 7 The Ministry of Finance, in' a circular order to Provincial and [Municipal Governments on the com pilation of their budgets, directs that expenditure should be kept strictly within the estimated income, based fon the average income of the local governments during the past three years; for the execution of various projects of local reconstruction, funds should be raised by readjustment of the existing taxes, and no new tax should be Imposed: and the rates of taxation during the past year should be maintained during the coming year.
The order further instructs that appropriations for local peace preserva: ton should be provided for in th Provincial budget and must not ex. ceed 10 per cent. of the total provin-cell expenditure—Kuo Min,
