Experiments to be Ended by November For some time past, complaints have been received by the Council fs to the nuisance created by smoke from the Riverside Station chimneys of the Shanghai Power Company, and in the interests of public health and business this.diMeult problem hag received close and constant investigation both by Power Company experts and by departmental Fepreseniatives of the Council in an endeavour to devise measures to mitigate the evil.
Recent complaints from adjacent mill and factory properties have emphasized the growing seriousness of the problem "in relation' to the industrial development of the aren affected, it being represented to "the Couneit' that the nuisance 1s now. of such a nature as to interfere with ordinary comfort and health. Re-media measures involve the technical diiculties attendant upon caring for the differing properties of smoke, fly ash or grit, and sulphur which com-rise the smoke emissions from the Power Station's chimneys. The problem has also its economic aspects related to the available" supplies of coal, their costs, and quality having regard sulphur content.
Numerous official reports have been prepared on the subject, by the Public Works Department, 'Public' Health Department, Sanitation Chemist. and the Power Company and there have been several conferences between the various parties chiefly concerned in the question. The Power Company has outlined the history and work done by it in combating the smoke nuisance at the Riverside Station. Owing to the very peculiar ature of the local problem, the Company "has been "compelled to Initiate and develop experimentation work on its own account, the Com-any's experts engaged in this work stating that nowhere else in the world, os far as they are aware, docs the problem of" combating' the hulsance present the same difficulties only one other plant, Lo. Battersea, has "experimental" work been done that is helpful in the solution of the problem here and even there the problem was quite different,
