"He is reported to have said that every movement being made in China at the present time is in pre-aration for war, and to have express Sed. the conviction that Japan was interested in preventing the unifcation of China, and had been guilty of many acts' during the last three year calculated to weaken the power of the Central Government. Dr. Hu too well informed of the progress in road building agricultural abilifation, and a hundred and one other ways, to wish his. statement about war preparations to be taken too literally' in so far as it affects this country, But there is every reason to believe that.other coun tries, most notably the Japanese. in the north and Soviet Russia in Sining. have allowed strategic considerations to overshadow others. in their national policies towards China The Soviets have been working in the far west behind a screen of distance and poor communications which has sheltered them from the wrath which steadily accumulating among the Chinese "against the Japanese in North China. But there is no doubt' that they have been trying for some years to make the already loose bonds that bind "Sinkiang to this country still looser.
