However, as neither they nor the vast majority of their electors have shown themselves to be so "Bent and Nearly Broke," and others who feet hho does, cannot be surprised when the Councillors interest themselves in seeing that a Public Utility Ca. such as the Shanghai Water Works Ca. is helped by sanctioning a higher water rate against a low exchange, to the embarrassment of the Community, and do not interest themselves in seeing that the Community is helped by arranging for a Tower water ra exchange, Our Councillors are sons, elected by capitalls ons, and one cannot expect them to. think socially when finance is in question. allow in the water rate, and They re of course "reluctant" to
