State of Siege in Northern France

Paris, Aug. 11.

What amounts practically te of siege was declared in the] strike region in Northern France to-day, especially in Roubaix and the situation the Lille district reports following the resumption of work this morning by several thousand abouters. Roubaix and Tourcoing, however, closely resemble an armed camp, all the main thoroughfares being patrolled by troops with fixed] bayonets who keep the pedestrians moving. In a proclamation distributed this morning the populace] was told either to resume work or to stay at home.

In view of the stringent _precau-jons taken by: the police and the military the clashes which had been expected to occur to-day between} the Socialists and the Communists failed to materialize but the latter apparently still control the majority of the strikers, insisting that 25 centimes per hour wage-increase accepted by the Soci absolutely insufficient. This as weill jus the whole situation -is best Jeharacterized by the fact that in [spite of the protection promised to} all strike breakers by the police! only a few hundred out of the 30,000) workers living in the neighbouring ict of Belgium dared to cross tke frontier in onder to volunteer in the Roubaix and Toureoing factories and workshops.—Trans-Ocean Kuo!
