Harbin, Aug. 14.
A great sensation has been eased here among the Russian community as M. Emshanoff, Director General of the Chinese Eastern Railway and four. other Russians'in high positions on the railway have refused to retarn to Moscow in utter defiance of the order of the Soviet, Authorities.
The cause of the trouble is attributed to a conflict of opinion between Comrades Melinicoff and Rude, Soviet Consul: Geneval and Administcator General.in Harbin fan M, Emshanoff—Rengo.
