'That the government of Manchuria will emerge from the present} civi] wars as the most powerful influence in China is now foreseen ity. While have been' reserves and mortgaging their future, Manchuria tas remained "neutral" and thereby increased its prosperity.
Not only has Manchuria remained entirely peaceful while the rest of China was spending its rescurces in fighting, but the Manchurian government has made a lot of money by selling munitions to the other factions. The arsenal at Mukden has been working night and @ay turning out trench mortars and ammunition to sell to all groups in China proper.
"Cash on delivery" has been Mukden's motte, and have: ignored other obligation in or-dors to pay for-munitions of war, The Makden navy has been busy delivering these supplies to any faction which can produce the cash ta pay for them.
The present war has been the most severe in Ohina's modern istory. There has. been real fighting everywhere, and the last possible copper has been wrung from the people to pay the expenses of half a million fighting men. A Chinese army used to be able to fight cheaply, ignoring such mo-aeroplanes and But those days are past. Every important Chinese general must have the most modern—weapons, and is willing to pay for them, Mukden has been the frst to see the possibilities of pratt in selling munitions rather than using them.
Every faction in China has made a frantic effort to enlist the sup-"young marshal, he Chang has been offered millions of dollars the other, wisely' evaded all offers, Muk-een going too well as a to risk taking any part in the conflict.
Whatever the outgame of the! war, China proper is already thoroughly exhausted by the, strug-fle. The credit of all factions has Deen strained to the limit. Debts Ihave been contracted which will use up_all revenues years ahead. Taxes have been collected as far rads the people can be eve reed to pay them But the Manchurian government has not spent one cent in warfare during this period, and ly profited by the conflict Manchurian - contrail have done belter business because militarists are using the others. Manchin businessmen have taken business which those China proper could not handle under the penalties of war con ditions, The Mukden government appears to be the first in modern China to comprehend fully the advantage of tempt them.
When Chang Tso-lin ruled Man: churia, he could not resist the temptation to meddle in the con-Aicts of China proper. THis son, the present ruler, apparently is not thus tempted. He is reputed to. have said, "If Manchuria keeps {lout of China's warfare, it will eventually get all the power it wants." The prediction is already realized.—United Press.
