Things in the North have been even quieter than usual in recent weeks, and the contre. of "political interest seems at present "to be focussed on the atest incidents In the South, There is, too, a certain amount of talk about dissensions Japanese councils which may partly account for the present state of quiescence. It is generally believed that civilian feeling in Japan. ts nowadays all In favour of going slow im China, "On. the other hand, persons in close touch with Japanese military elreles here assert that a strong section among the officers of the North China Garrison and. the Kwantung Army' are. still bent creating another "Independent state" of Hopel-Charhar under the control of certain former members of the Antu Party, and are busy making proagine in this sense.
On the surface, however, the policy of the Japanese'in the North would appear to be undecided. 'Two recent. happenings have a elstinet, if unusual, sit of vacillation and halt-measures, Tt was not so long ago that the praises of 'Mr. Wang Keh-min were, being loudly sung Japanese ledes.' Even the idor himself spoke. very highly him, Yet when Mr. Wang arrived in Tientsin the other day, to take over, Economic Commission of Hopel-Charhar Political. Council, hho wag given a very hostile reception, A large crowd demonstrated against him, when the ship came alongside, while leaflets attacking him were distributed in Peiping and Tientsin and telegrams protesting aguinst his appointment were sent 10 the Central Government.
One requires no special knowledge of Chinese affairs to realize that the Gomonstration and protests were artifclally inspired by certain Me forested "parties, "One of the explanations offered for this apparent. Sudden revulsion of feeling against Mr. Wang was that the real purpose his arrival inthe North was. fake over the control of politieat affairs on the Hopel-Charhar Council, while Gen, Sung Che-yuan was to be relegated to the posts of military head only. And. it was said that the Twenty-ninth Army objected to any auch arrangement. Hence the demonstrations.
