Mr. Herbert Philips has been warmly welcomed back to Shanghai where he has many friends of his former sojourn here and where he now comes as His Majesty's Consul-General in succession to Sir John Brenan who is soon to take over new duties at the Foreign Office, if, in the present emergency, he has not been called upon to do that. The doyen of the British Consular Service in China, Mr, Phillip long experience and mental alertness will be of special value to the British Government and to the British community in Shanghai at this time. Canton gave Shanghai an excellent Consul-General in Sir John Brenan; it is continuing the good work in releasing Mr, Phillips who identified himself particularly in the South with the. successful cultivation of Sino-British understanding. Mr. Phillips, owing to the present shipping situation, had to break his journey in Japan and he crossed here in the Nagasaki Maru, receiving most courteous attention from the Japanese Consul-General and other colleagues who happened to be on the wharf on his arrival. The difficulties of the moment are such that Mr. Phillips would be badly served if his assumption of office were here instantly made the occasion for any exposition of the problems awaiting him. It is sufficient to let him know that he has the confidence of his fellow (British subjects here and their earnest good wishes for his success and happiness as he tackles the tasks before him. With him arrived that old friend and trusted official, the Acting Commercial Counsellor, Mr. A, H. George, whose inurement to crises is so well-established that the mere sight of him has proved a tonic to a community which, as he will have observed, is neither rattled nor alarmed, if confessing to a slight feeling of healthy irritation. Brigadier-General E, B. Macnaghten has also had a welcome hand-shake from many a Shanghailander. His veteran counsel, albeit he has no longer direct association with the municipal government of Shanghai, adds value to the store of experience here.
