Mr. Phillips was promoted to be one of H.M. Vice-Consuls in China on May 12, 1911, and was appointed Consul for the Consular District of Wuchow, to reside at Wuchow, on March 14, 1912, He did not, however, proceed io take up this appointment. Mr, Phillips renewed his acquaintance with Shanghai on April 1, 1913, when he was appointed consul in this city. He was called to the bar at the Middle Temple on June 24, 1914, and was made an OBE. on
