The Ministry of War's memor-Jandum to the Reorganization Conerence estimates the total revenue of the 22 provinces and five districts 158,000,000, and military ex-wre at $260,000,000 in respect 72 divisions and 149 mixed brigades. The revenue of the Central Government is estimated at $60,000,000, and its military ex-ire $50,000,000 in respect of The memorandum points out that the revenue in 1919 amounted to '$490,000,000, of which the military expenditure was then half the sum.
