From Our Own ÇORRESPONDENT
Kuling, Oct. 9.
Kuling has a much larger community than is usual at this time of the year, due to the fact that many Chinese families chiefly from Nanking and down-river ports are. staying here, also the large number of schools that have been transferred to Kuling temporarily. Many of the teachers and professors have rented bungalows for the winter season; also we have a number of missionaries who cannot return to their stations, chiefly Americans, who do not wish to go to Manila, Altogether there must be several hundred foreigners, including children, Some of the medical men have gone to Kiukiang to assist in the Hospital work, as they are overworked, having received many hatches of wounded soldiers from down-river.
So far there has not been a great scarcity of provisions or fuel but the cost of living has increased considerably. Stocks of kerosene are running short, and shortly it may be impossible to get any at all. Letters and papers from Shanghai are stil very irregular, they usually take from: four to. ten days, and often come in batches, but it is good to feel that we are not entirely cut off from the outside world.
Dr. T. P. Wu has now taken full charge of the Community Hospital and Medical. Mission, under the Joint Committee, which one trusts will prove successful, as many feel that he is the right man for that work. As regards the Administration it is believed that Mr, Arndt is leaving at the end of this month, as the work he has been undertaking is now practically completed.
A new appointee is Mr. S. C. Kou, a civil engineer from the Tsingtao-Administration who is now ín charge of the engineering department of the Kwanlichu. He has'had special experience in the water works at Tsingtao, and should be a valuable man in connection with the future developments of water works at Kuling.
At the moment all developments in connection with these works and Other public works are stopped, both on account of lack of funds and the impossibility of getting materials from Shanghai, due to the blockade of the river—also all work on the aerial cableway has been postponed except for some survey work which is being carried out, 2
