Mr. Chang presided over the meeting and made a speech calling attention to the fact that Soochow is important city near the war front and that there have been about 100,000 refugees who have passed through and there are still more then 5,000 refugees remaining in the city who should be taken care of. Recently there have been 4200 homeless people who have come to Soochow from Lotien, Dachang and other war-torn areas. There are also a large number of soldiers passing through this city daily who need assistance. Most of the well-to-do people have evacuated and only the impoverished are left. In view of this situation, Mr. Chang with his friends in Soochow came to Shanghai to appeal for funds to carry on this needy relief work for refugees and "wounded soldiers.
