The decision of the Japanese Privy the extension of Soviet-Japanese Fishing wail December 31, 1037, the issue, caused by the refusal Moscow to approve the new Con-mention as a result of the agreement between Germany and Japan on thie} subject of communism, fairly and squarely up to the Soviet government. Should it agree it reduces, at least for tone year, the effectiveness of its pre vious action toa mere nullity. Should it refuse it is not clear that Japan would suiter any particular damage. for it i understood that it would course, be considevabie danger of war following upon incidents which would be bound to arise, should the Soviet endeavour to enforce its rights, 'That being the case it could precipitate hostilities at any time it wanted, but fag that is also the ease at the present moment it does not appear' that there is any particular change in the situation more dangerous than the conditions which have already existed, It is not the policy of governments take action which in the ultimate event may be meaningless, und from that point of view. Russia having already intimated her disapproval of the German-Japanese anti-communist pact, may very well be content to consent 10 the extension of the expiring agreement for w year, during Which time an improvement might conceivably occur in the relations between the two counties.
