Proposals to the North

Peking, Jan. 28.

As_ has already been indicated the British are preparing to lay proposals before the Northerners fas well as the Southerners, arguing that og the Northerners have been prepared to act more moderately the advance of their National aspirations and have not proposed the tearing up of treaties as has been the case with some Southerners, the Northerners must be granted all that is conceded to Mr. Chen by Mr. O'Malley.

Phese proposals are shortly to be published, While nothing offi. lal is obtainable about their exact ature it is believed that it is proposed virtually to give up British Concessions as such, at, Hankow and tientsin and substitute a sort of international settlements wherein the Chinese will have a very large voice on the Municipality, oPhese territories will become somewhat like the ex-German Concessions but apparently with safeguards regarding efficient running of them and as regards foreign representation on the councils.

Later.

Sir Miles Lampson this evening handed to Dr, Wellington Koo the British proposals, which, it is be-Keved, are as indicated earlier.
