orth-ching Daly News" sight be famed "the. Nation "Christian Counelt inthe editorial and correspondence columns had these not failed to notice what is to those at a Wistanee of tremendous significanes, Shanghailanders may be accustomed to regarding the N.C, C. ax consisting of the two foreign gentlemen whose—names were attached to the announcement of the withdrawal of the offending! poster but those at a distance, whose opinions must be based upon what actually appears in the N. C. C, records and announcements, find the aforesaid announcement' rather unusual, 'These gentlemen have acquired a reputation for great carefulness in their written communications, and the latter are always minutely' scrutinized that one may see exactly what they have said and what they have left unsaid, and in this ease it certainly was to be supposed that they would be unusually on the alert Tt should be noticed first that] their names are signed, not as off. cers of the N.C. C. but as indivi nals. They give us no notice of any convening of the executive of the N. C..C,, nor do they state that] it fs the N. C. Os official reply.

They goon to say that "we have mithdran the circular" and as the names are simply their own it is fair to assume that these—two gentlemen have done it. But does not this prove them to be the real 'A great deal has boon made of] the fact that the N. C. C, has had 4 (Chinese president since' its orzization in 1922, Prominence was also given to the election of Chinese general secretary at the last annual meeting. Moreover have been told that the membership lof the last meeting was 72 per cent. Chi H Chinese majori-Chinese secretary,—this nothing to do with 8 of the N. C. C.? Or have they delegated the same to two foreigners?

These two foreigners have also iked that orities of the N. C. come to them personally, What about the N. C. C. as a great mouthpiece of Chinese opinion if two fo eigners do all the talking for it? The fervent declarations of independence that have proceeded from Jaome of the Chinese members have been very gratifying to those who really want the Chinese to rise up land take charge of things. But have {these Chinese become suddenly very tame?

This is not the first case of the! foreign tail wagging the Chinese Jdog. Last Autumn before the aniai meeting of the N.\C. C, it was announced by their bulletin that a resolution advocating the abolition of extraterritoriality, etc, would be: introduced. We are told that the Chinese were practically unanimous in its support but in some strange way it was withdrawn. Did the small minority of foreigners override the large majority of Chinese? Or were they so much wiser than the Chinese that the latter meekly assented to their demands? For when they finally did pass something] jit was #0 mild that the rankest reactionary had no complaint to make The hardest thing that the N.C.C. will have to overcome is the widespread belief that it is very closely affiliated with the Kuomintang. Technical denial may be entered, but the actuality is abundantly proved
