I have, therefore, issued circular telegrams Jon several occasions advocating that questions relative to polities should bbe the subject of public discussion.

"Ever since the inception of the' Republic, the sovereign rights of the nation have rested with the people. The development of government of, for and by the people should serve as the guiding principle, in pursue ance of which the details of satisfactory political sentiment such Jas preservation of national sovereign rights, restoration of owsler, spread Jof education, harmonious co-opera tion of Labour and capital, extension means of communication and improvement of the methods of judicial administration must be solved, "Likewise the question of distribution of power between the Central administration and local Governments deserves special attention "Certain Foreign Agents"

"Suceping changes have taken place in the field of political theories since the outbreak of the European war.

The sponsors of extreme radicalism in China, being poppets in the hands of certain foreign agents, have not failed to seize the present opportunity for misleading, the distressed people by erroneous theories which are working havoc in the very nation which gave them.

They are Dourid to fail but it fs intolerable to see the people suffer. Military power is effefent only suppretaion of troubles. Order and! pence depend upon a, eatistactory solution of all political problem "Onthe other hand-we expect the Powers to accord due respect to our public opinion and sovereign rights to that the Chinese may be freed of the fear of possible invasion from while the Powers will be freed of the apprehension of any anti-foreign movements, '"Prankness and mutual respect are the keynotes for effecting perpetual peace among the members fo the family of nations. Pacifica tion of the nation does-not mean that I'am up against any particular party. However, honesty requires that Imake my stand clear and. unmistakable, namely, that the present expedition is directed at nothing else vat Bolshevism. There is room for negotiation with all others except Bolshevists.

"My Uuty to the people, regardless of their professions or nationality, is to offer them protection, From them, onthe other hand, T expect hearty. ce-operation since we fighting in a common cause."—Reuter.
