Chinese Police Come Back After Deserting Tsingtao, Jan. 1.
Following the flight from Tsingtao of Admiral Shen Hung-lich. the Mayor, end Admiral Hsieh Kangcheh, the Garrison Commander. a temporary government, composed of 25 prominent Chinese, has been formed here for the purpose of mains taining order until the Japanese) arrive.
"The Consular Body played a leading part in the formation of the new administration, which, as its first act, mposed a twelve-hour curfew from p.m, to 7 am.
The members of the new government, which has its headquarters st the Chinese Chamber of Commerce, intend to hold daily meetings. Mr. Y. F. Lee, chief engineer of the waterworks and a graduate of the Massachusetts Institute of Technology, will agt as their intermediary with the Consular Body.
