Paris, Jan. 4.
President Roosevelt's speech to Congress "gives hope to hundreds of millions of people who believe in Democracy and peace," Dr. Wellington V. K. Koo, Chinese Ambassador to France, told the United Press today in a telephone conversation from the Riviera.
Dr. Koo declared, "Mr. Roosevelt's emphasis on the need to respect treaty obligations can be regarded as a solemn declaration worthy of being carefully considered by all nations... and should give food for serious thought in certain specific quarters in the Orient which have been notorious for their failure in treaty observance."
The Ambassador said he heard the radio broadcast of President Roosevelt's message. It was understood that a copy of the text had been mailed to him for further scrutiny.—United Press.
