Our relations with them have been slowly and steadily improving and this improvement maintains its advance during the coming year we shall see, I'am sure, a Court which will function smoothly and justly to the benefit of this great city and eventually without any: doubt will have a most advantageous effect on the whole. of China.
I therefore ask my fellow Deputjes to rise and drink with me to the President and Judges as well as the staff of the Shanghai Provisional Court, Miners, Sir Sidney continued wrt of the world is the cobetween H. M. Navy and the Merchantile Marine closer than in China, and in the Royal Naval Reserve we have the outward and abiding sign of that ce-operation exemplified in the common training in preparedness for all eventualities, which is the proud boast of our sea services. We have soon preparedness in action in the case of the Sunning, and you in earning the Royal Naval Reserve Officer's ceration by 15 years' service as an officer in the Royal Naval Reserve have given another example of pre-Paredness. I am-proud to have the honour of presenting you with the decoration to-day."
