Tsingtao, Jan. 21.
As a fitting conclusion to their self-appointed task of protecting life and property here, Tsingtao's 300 odd foreign volunteers or vigilantes gathered at the Courort Cafe on January 22 to partake of a well earned dinner to which every member of the recently disbanded corps was invited and a right jovial and hilarious party it turned out. To every guest was issued six coupons entitling him to six glasses of vodka or the equivalent in soft drinks.
Curfew has- been lifted since January 26, and many Japanese shops, with the steady return of the Owners, have reopened for business. Chinese shipowners are following suit with the return of greater confidence and if no untoward incidents occur to mar this returning confidence, a gradual return to normalcy is expected. This is greatly desired by the Japanese. who are investigating conditions generally with a view to the rehabilitation of Tsingtao and to this end a Sino-Japanese Committee is working with Mr: Chao Chi at its head.
