Speaking on behalf of the Contral authorities, Mr. Tai Chi-tao told PaKiNe telegrams to the "Shun-pao" say that the people of Jehol are tired of the maladministration of Gen. Tang Vu-lin and have appealed to Gen. Fang Tsen-wu to lead his troops into the special area the delegation that the problem of livelihood wax not a problem of one section only of the people and that labourers were never benefited by temporary advantages which they might ruccced in extorting for themselves because the general situation would be affected which would, in turn, affect the workers.
