Japanese Held Responsible

Commons Told Britain Not Recognizing Orders On Shipping; Shanghai Customs Issue Open

London, Mar. 25. T= British Government did not recognize any such order.

They would, if necessary, so inform the Japanese Government, and would hold them responsible for damage to British interests resulting from such an order. A statement to this effect was made in the House of Commons to-day by Mr. R. A. Butler, Under-Secretary for Foreign Affairs, during a discussion on the recent announcement issued jointly by the Japanese diplomatic, military and naval authorities in Shanghai that no ships should ply in China's internal waterways in Japanese-controlled areas without special Japanese permits, failing which ships and cargoes would be subject to seizure.

Mr. Butler said that his attention had been drawn to a press report on the matter, but the Government had not received official confirmation.
