Payment of Boxer Indemnity Funds

Nanking Asked to Suspend Services on Japan Share

The suspension of payment of Boxer Indemnity funds by the Chinese to the Japanese Government has been requested by the Chinese Chamber of Commerce in a petition to the Executive Yuan.

Unlike the returned British or American Boxer Indemnity funds, which have been used for worthy purposes, the Chamber says, the so-called returned funds of the Japanese share of that indemnity have been utilized at the instance of the Japanese authorities for cultural penetrá-/ tion of China.

Citing. the precedent in which services on the German share of the indemnity were suspended by the Chinese authorities following China's declaration of war against that Power in 1917, the Chamber urges that the payment to Japan should be stopped now that major hostilities are going on between the two countries: No money should be paid to the] enemy at the present stage as it might be utilized to promote aggression.

An alternative course, the Chamber petitions, will be to place the funds in temporary custody of a bank, to be remitted to Japan only after peace is restored. It is through some suck way that strict maintenance of China's credit standing will not compromise the need for self-defence.
