The New Plans

Nanking, Nov. 12, It is generally believed in tae capital that the outstanding issues ing Kai-chok, Chairman of the National Government, ard Marshal Chang Hsueh-liang, the Manchurian leader, will be those in relation to national deforce, the reorgai of the Kuominchun and tke Shi troops, and the proposed changes in the personnel of the National Government.

While for weeks past rumours have been circulated regarding changes in the Government, it is cow predicted in ordinarily wel informed circles that there will be none of importance. The important ministers in the Government, including the War, Fipance, Foreiga Affairs, Railways, and Communic tiers Ministers, will, in all_probability, retain their posts. There ate reports, however, that new men may be appointed to the portfolios for Education, Home Affairs, and Agriculture and Mir Mr, Vu Vu-jen, an elder states man, has been suggested to head either the Control Yuan or the Executive Yuan. Chao Tai-wen, Chairman of the Control Yuan, repost and returned to the Shansi of Gereral Tan Yen-kai left the Executive Yuan post vacant. For a time, it was thought that Mr. Vu would not take up either of these His arrival in the capital to-day however, has raised hopes that he may be induced to take up one of them.

The national defence programme and the reorganization of the Kuomin chun and Shansi troops are the two outstanding military issues to be discussed between General Chang ard Marshal Chang Hauehliang. General Chiang is stated to -be in favour of the adoption of the division as the military unit. During the Shansi reboil were formed to facilitate military operations. With the suppression of the rebels in the North, it is suggested in Government circles that the National Army should go back to its old "division" unit.

Plans will be adopted for the offective suppression of Communists and bandits in the various provinces and for the strengthening of defence forces along the Banchurian border. Part of the Kuominchun will be reorganized and redistributed to various parts of the country for bandit suppression The Manchurian leader may be entrusted with the work of the reorganization of the Shansi troops.—Reuter.
