Reopening the Districts

The refugee problem would be greatly lightened if expeditious attention could be paid to the reopening of the industrial plants in the northern and eastern districts. On this point the current issue of the British Chamber of Commerce Journal says:

Until these plants resume operations many thousand destitute refugees being sheltered in the Settlement will have to be cared for, and for this reason alone the reopening of mills and factories has become a pressing necessity. Neither normalcy nor confidence can be restored long these industrial plants remain closed and until the workers can be encouraged to return to the Eastern district No doubt there are many difficulties in the way of giving prompt effect to, this suggestion, but it is to be hoped that in the general interests of restoring this great city to its normal state as early as possible, those difficulties will be overcome by the helpful ce-operation of all concerned.
