Vienna, Feb. 16.

LI Europe is watching events in Austria, where Dr. Kurt von Schuschnigg, the Chancellor, after the reported receipt of a v: backed up by a demonstration of reconstructed his Cabinet to-day irtual ultimatum from Germany armed force under the guise of manceuvres, Capitulating to the German demand, Dr. von Schuschnigg has given Herr Arthur Seys-Inquart, a moderate pro-Nazi and Catholic, control of public security and the police as well as the Home Ministry. Other Cabinet posts remain unchanged but Dr. Guido Schmidt, who took p: ast. with the Chancellor in the regent Berchtesgaden talks as assistant Foreign Minister, is given the, portfolio.

Herr Michael Skubl, Chief-of Police in Vienna and hitherto Secretary of T State for Security under Dr. von Schuschnigg, will now hold the same "position under Herr Seys-Inquart, Gen. Wilhelm Zehner remains Secretary of State for National Defence "under the Chancellor, The new Cabinet has decided to recommend to the President Herr Wilhelm Miklas, a general amnesty for all political offenders.

The question now is whether Germany will be satisfied with what has been done.

it is pointed out that Herr Hitler made other sweeping demands at the Berchtesgaden meeting which Dr. von Schuschnigg was compelled to reject because they would have made Austria virtually a vassal state of Germany.

'The Reichsfuehrer required Austria to have a pro-German foreign policy entirely depending on the Reich, to join the Anti-Comintern pact, to agree to milan ce-operation and to abandon' "all" thought of friendship with Czechoslovakia.
