The Foreign Office yesterday issued the following regulations governing passport visas for foreigners who enter or leave Manchou-Kuo across the Kuantung Leased Territory "and for foreigners who have fixed their abode in Manchou- po}
1, In case @ foreigner, fixed place of subsistence wil Kuantung Leased Territory and who possesses his. residence certificates, duly. isled by the Police Office of the: Kuantung Government-General, desires to make a journey within the South Manchuria Railway Zone across the Kuantung Leased Territory frontier, he shall be exempted from having his passport visa In case the foreigner mentioned desires to make a Journey of short uration. outside" the South Manchuria Railway Zone or in case he desires to enter Manchoukuy vid some place other than the Kuantung Leased 'Territory after having left the latter, he shall. be. permitted to enter this' country as in the case of transit passenger, provided secured, in advance, his pa: Visa at' the "Manchoukuo Passport Office at Dairen after having paid an amount equivalent to the transit visa fee, Tt should be noted in this connec ti. that if the said foreigner, thus travelling, is requested by the off-dals of the passport or any. other officials of the Manchoukuo Government to present his passport or any document serving as substitute for his passport and his residence cert fleates duly issued" by the Police Osice of the Kuantung Government, he shall be required to comply with such request; 2 'A'foreigner, who has fixed place of subsistence in Manchoukuo And who possesses a travelling certificate duly. issued by the Police Office concerned of the Manchoukuo Government, travelling between this country and the Koantung Leased Territory across the latter frontier, hall be exempted from obtaining In ease the foreigner. mentioned desires to return to this country vie some place other than the Kuantung Leased Territory after having lett tthe Intter, he shall be permitted to enter this country as in the transit passenger, provided that hho has secured his passport visa at the Manchoukuo Passport Office at Dairen after having paid an amount equivalent to the transit visa fee.
