Discussions on the Hangchow Road have been lively. They are to be welcomed, for they prove how accurately the National Economic Council, established last year under the direction of the Chinese Government has touched the spot, to use the phrase of an old advertisement, in applying. road-making to the cure of economic ills, Scheme: for constructing dykes, canals and other remedial works cannot be attempted so long as the prime means of communication jate defective. Railway construction on anything like an adequate scale is too costly to be left to bear the main burden of developing com: munications. Critics. who ex-Press disappointment at the calibre of the road overlook two points: first, the fact that no road communication between Shanghai and Hangchow has hitherto existed, secondly, the plain limitation ' placed on the road by the authorities responsible for its construction.
