League to Review Issue In Japan's Refusal

Sanctions Application — Urged by France

Geneva, Sept. 27.

The League Council will hold 2 secret meeting shortly, possibly this afternoon, to examine the situation resulting from Japan's refusal to be represented in Geneva.

It may be recalled that the Chinese Government requested the application of Article XVI of the Covenant, which provides for sanctions.

Such a proposal is supported by the French Government but has raised objections from the British delegates.

The question is particularly important at the moment, as some quarters are considering the possibility of applying Articles 16 and 17 of the Covenant, in the event of a European conflict—Havas.
