Harbin, Sept, 23.
The relations between Manchoukuo and the Soviet Union are likely to be further strained in consequence of the latest exchange of notes between the two countries through their representatives in Harbin.
"Absolutely without foundation" is how the Soviet Consul-General, M, Slavutsky, brands the charge made
choukuo Foreign Office, that the raid by Mr. Shih. Liu-pen, of the Man-by Ogpu agents on the Manchoukuo Tung Sang last July was made in Manchoukuo waters.
M, Slavutsky says that the three demands made by Mr. Shih Liu-pen =the immediate release of the ten White Guards seized from the Tung Sang, the severe punishment of the Ogpu agents concerned and a guarantee that there will be no repetition of such an incident—"cannot be accepted and recognised, but will be handed to the Soviet Government as Consul-General then complains that Manchoukuo permits White Russians to enter Soviet terri. tory, also that the new State has taken. no measures against Gen. Kosmin and the White. organisations which despatch hostile: forces Into' Soviet territory and thereby cloud the relations between the two countries."
Me, Shih Liu-pen has handed caustic reply to the Consul-General's Jcommunication, requesting attenfion'to the basic facts of the case, Which are sufficient to nullify dreds of exhaustive official explanations.
He repeats the charge that the Tung Sang was raided while she was in Manchoukuo waters and says that M. Slavutsky is "merely endeavouring to hide under cloudy, mythical explanations."
Mr. Shih characterises the protest concerning Manehoukuo's alleged non-interference with the activities of White Russians as "another at-Yempt to side step the main issue."
Tu conclusion, he reiterates the request. that the Soviet. Government should "immediately and completely" fai6t' the three demands—Reuter.
