Roosevelt Calm

The defeat of the Reorganization Bill in the House of Representative; is no ground for "personal recrimination" because the question presenta was solely one of policy, President Roosevelt indicated today in a letter to Mr. Sam Rayburn, House majority leader and Democrat of Texas. Mr. Rayburn directed the fight for the enactment of the bill in the House.

"Thanks for the fine fight..." he wrote, "The Reorganization Bill was intended to simplify and improve public service, The question presented was solely one of policy. Therefore, legislative developments yesterday offer no occasion for personal recrimination and there should be none,"

Meanwhile, friends of the President asserted the defeat of the bill was a victory for lobbyists and propagandists who successfully misrepresented the bill to the country. They believed that the issues arising from the defeat of the bill would dominate the primaries and elections this fall and that the complexion of the House would be changed.
