Bubbling Well Road Banned But Stalls Will Be Opened On Private Properties Although the Shanghai Municipal Council has refused to permit the holding of the annual basket fair on the traditional sight in Bubbling Well Road and environs outside the Bubbling Well Temple, a proposal to hold the fair on private properties has been sanctioned.
The Council, having refused io sanction the fair on the grounds of public peace and order, the Temple authorities submitted an alternative proposal for a Fair held 'lon private properties in Jessfield road. Since the holding of the fair lon these properties will remove the objections on the grounds of public peace and order, and having regard to the Council's wish to encourage trade and commerce, the Council has sanctioned the holding of the Fair on the specified private properties, subject to compliance with ihe requirements of Municipal Departments,
