To the Editor of the "Nonri-Cuna Dart News Sin-—You certainly hit the nail on head in your editorial, "Firat Things First" "It seems to me that the Council's attitude is getting we ud worse, 'The public was roused by the Massey Report; assumed that the Council would tak drastic action. We all know that humorous public organizations sent in strong resolutions demanding immediate. reform, and most of remember that' several Councillors. when sanding for re-election virtually pledged themselves to obtain a clean-up of the rickshaw racket. The first set-back occurred in the Chali sman'é speech at the Ratepayers Meet ing, and now comes the news that the first effort that apparently the Council is. willing for the Rickshaw Control Board to attempt is to make an improvement in the vehicle, and hot as the public expected an improvement in the lot of the puller Ts the charge to be reduced to 60 cents on July 1? believe it would help matters if the Cotneillofs, and some Council officials, would take a course in "The funer ipal_ government." Usually. @ municipal government is supposed to function for the benet of all the citizens. The governmental system that we have here may have its good points, but it certainly has number of bad ones, If public eritielsm of any aspect of the Muni-pal administration is offered, 9 Wniliar smoke-screen is put UP, e.g. the Land Regulation ficulties," "a complex international problem," "national. susceptibilities," tte, We must have more publicity, Hike the Massey Report, so that we can see behind this smoke-screen, Another case in point appears to the position with regard, to, primary schools for Chinese. The Frinutes of the last meeting of the Education board indicated that the members of the Board were considering how to provide more educational facilities for the poorer section of the Chinese community. But the Treasurer-seemed to throw 'a5 much cold water as he could on any scheme, of development. Short-Sightedness,, inaction and lack consideration for the interests of the general body of citizens are characferizing the attitude of not a few (Councillors and Council officials. The Rickshaw problem looks as if it is
drastic and thorough reform is not speedily carried out, then the public will conclude that' the Councillors, ud officials, are not very fit people govern "Model" Settlement.
