Berriedate Keith on the Constita-Monat Development of the "British Empire in regard to the Dominions [And India from 1087 to 1003. Oxford University Press, London. 12/6.
Limiting himself to statements of fact and quotations from official do-cements, the compiler of this hand-ook was primarily charged to pre~ pare a document for the discussions Of the British Commonwealth Helations Conference Committee of 1932. The book sets out the principles on which the. British Commonwealth have agreed to ce-operate. It gives some description of the machinery of that ce-operation, but it refrains from attempting to assess those prin~ ciples or to pass judgment on the machine itself. So it explains the procedure relative to. appointment of Governors-General, the holding of the Imperial Conference, the maintenance of permanent communications, diplomatic representation, defence policy, and past proposals for the creation oF modification of machinery of co-opera ation. It has valuable appendices on the appointment of Governors General, the status of High Commis. sioners, and gives a list of Treaties involving military commitments bind-Ing on individual members of the British Commonwealth of Nations. It }is, in fact, a most valuable guide to the consideration of the constitutional structure of the British Empire
