The Cabinet's resignation wa teennitally, submitted to the Central Political Council, but that body did not even consider it and Feturned it with a copy of a resolution which was passed at the meeting to the-effect that che Central Political Council would deal with the Control Yuan's Impeachment of the Minister of Railways, according to a mei sage received early on Friday, S and three of the Ministers—Dr.
Kung. Minister of Finance. [Mr. Chen Kung-po, Minister of Industry, and Mr. Huang Shao-hsiung [Minister of Interior—away in other parts of the country, the resignation is regarded as simply a political gesture. Tt expected. that would be accepted, From authorita tive sources it was learned that a slur cast on the integrity of one member of the cabinet, and that one, Mr. Ku Meng-yn, Minister of Rail: ways, known to be a personal Jadherent of Mr. Wang Ching-wel President of the Executive Yuan. is regarded 3 a reflection on the whole Jof the cabinet and especially upon its leader. The resignation was submitted, therefore, more in the nature ofa test of confidence than a result of differences over any major political or national issue.
Loan Irregularities Charged The trouble arose over arrange-Jments in connection with the flota~ tion of a loan for $10,000,000 by the [Ministry of Railways for the Cheng tai Railways through French inter jests. It was alleged by members of folie Control Yuan that this loan should have been opened to public Render and that, when arrangements had been completed, they should have been submitted to the Legisla tive Yuan for approval before the loan agreement was signed. On behalf of the Ministry it was contended that the loan was a purely Ministrial matter concerned with supply of rolling stock and equipment for the railway and thus did not come under the regulations governing the issuance of national loans. Irregularities were denied.
Denials appear to have degenerated into recriminations, and on Tuesday, it is reliably reporied, Mr. Liu Hou-ron, one of the most active members lot the Control Yuan. received a letter containing a bullet and warning him to drop all further action in the matter. Mr. Liu, according to the same report, placed the letter and the bullet into the hands lot the Nanking metropolitan police ud demanded an inquiry, "The imwas that supporters of the Minister of Railway shad been responsible for the attempt at intimida~
