Licence Conditions to Be in Force from August 1
At the meeting of the Shanghai Municipal Council on Wednesday it was "decided to put into force, as from. August J," the new licence Jeonditions " for" public rickshaws which had already been approved. {It was also decided to publish the cence conditions for public rickshaw pullers which had been "approved by the Council and will be enforced from a date to be announced later.
In the public rickshaw licence conditions there are stipulations jsvecially aimed at. combating the Slaring evils that were revealed in the "Rickshaw Committee's Report, such as the illegal traffic in licences, the establishment of a virtual mono: poly in licence holding by the Rickshaw Hongs' Association, the unrestricted increase in renial charges to the pullers, "and other factors that have combined to produce a situation calling for energetic reform by the Council,
